General: Why can't I use HTTP to configure browser push notifications?

To use push notification via Chrome extension, please note the following:

To open the notification message, you must enable HTTPS connection.
To receive notifications after the browser is closed, you need to tick Continue running background apps when Google Chrome is closed.
