Please check if your anti-virus or firewall is blocking this driver file. Close anti-virus program, uninstall driver and reinstall driver once again.
Note:
The DevIO3u.dll normally should be at the following folder
C:\WINDOWS\system32\spool\drivers\w32x86\3
